Funding
This information has been put together to assist you with your application to access funding from SNCAC. These guidelines are applicable for project funding only.
Who is eligible for funding
Associations, individuals, community groups, institutions and companies can apply for funding. You may apply for funding in the following art disciplines, Craft, Dances, Music, Literature, Musical Theater, Theater/Drama, Multi-discipline and Visual Arts. Organizations, institutions and groups should be formally registered. Applications should be legal adults and be Swazi.
Individuals
Individual’s application is for a single applicant who is undertaking a project. No other person should be employed in this project. This is meant to benefit individual play writers, choreographers, composers and painters.
Association
Organization refers to a registered structure with people working together.
Project Funding
Please note that SNCAC may not be in position to fund the entire budget of the project. You are therefore advised to seek further funding from other sources. Generally, funding will be for artistsic programmes. Quotations for costs should accompany the application form and applicants Must declare all other sources of funding. The maximum period for running a project is twelve months.
Excess of 15% of administration costs should be motivated. Projects are funded once in a financial year. All applications must be made on official SNCAC application forms. Projects must be housed at the address indicated on the application form. Any change of address must be communicated to SNCAC offices within 7 days.
Touring Projects
Applications for touring will only be considered if the proposed tour contributes to the national profile of the company or group and adds value to the lives of South Africans in general. Applicants that have been invited to perform abroad should have some form of financial support from the host country or host organization. The host country/organization should send proof of covering costs such as accomodation, food, daily subsistence allowance and transport within the country. A performance agreement should also accompany the application to the SNCAC. The SNCAC can not consider any application for overseas traveling if the requested documentation is not provided. In all cases SNCAC can not be the sole funder. The SNCAC reserves the right to accompany all applicants on international tours.
Each project is rated for:
· National impact- whether the project will have concrete national impact or influence
· Clear, careful and detailed planning
· Creative, organizational and technical excellence
· Cost –effectiveness
· A Multiplier/ catalytic effect, impacting positively on the development of arts and culture
· Sustainability and viability
· Its legacy, or whether it will leave behind something concrete, constructive and quantifiable.
· Prestige, or the honour it will bring to the country
· Innovation, originality or uniqueness
Each organization Applying is judged on;
· Its bona fides, and required to show profit of its organizational existence
· Its record of financial accountability
· The effectiveness of its accounting structure and Board
· Its management and leadership skills
· Its lack of any history of scandal or misappropriation of funds
· A record of completing successful projects
· National representativity and impact
· Sustainability and viability
· Commitment and attempts to become self-sufficient
· An ability to communicate to the target audience
Individuals are judged in terms of :
· Artistsic ability
· Creative, vision, imagination and originality
· Commitment and desire to promote the arts
· Empowerment of the individuals and others
· A record of ability to manage and complete projects or studies
· The likely national impact of the individual or effect of the project
· The quality of execution of the project
Company Funding
The Council MAY approve funding certain arts companies over a period of three years. The purpose of company funding is to stabilize companies involved in arts, facilitate creation of new works and job creation for artists. The funding is eligible registered. organizations. Applicants are invited once every three years. This type of funding is for arts companies with a track record. Potential applicants should have the following documentation: company profile, business plan, including artistic management and board.
Categories that we do not fund
Running costs are required to submit all requested documents with their applications. Faxed, unsigned, e-mailed and incomplete applications will not be accepted. Incomplete applications will not be considered.
Closing dates for applications
Deadlines for applications are published in the national newspapers and on the SNCAC website. Late and incomplete applications will not be considered but will be deferred to the next funding session. SNCAC reserves the right to approve/disapprove applications
Reservation of Rights
SNCA reserves the right to allocate funds according to the priorities of SNCAC programme. This does not invoke the constitutional right of any applicant. No applicant is automatically entitled to funding: all funding is at the discretion of SNCAC.
International Scholarships & Bussaries
The Council has partnered with other international stakeholders, like unesco. Annually UNESCO provides project’s scholarships/ busaries to deserving arts practitioners within the African continent, member states. The Council always publishes and invites deserving local artists to apply for these scholarships. So far, only one local artist, Mr Philip Mdluli, a sculptor has benefited from this scholarship. Artists are acknowledged of these scholarships, through the Print Media, and via the SNCAC website.
